Despite the fact that asbestos has been banned in new production since 1982, asbestos fibers remain in many buildings, installations and structures.

Yes. The rules also apply to very short or occasional tasks, since even small amounts of fibers can cause serious damage to your health. The duration of the task does not matter — the risk of exposure is what determines the requirement.

According to §14 of the regulation, the content and length of the training must be adapted to the tasks and working methods of the employees concerned. Since this training is intended for many different professional groups in different businesses, the training must be supplemented with a company- and task-adapted practical review of methods, protective equipment, etc. This is the employer’s responsibility as always.

The training is therefore primarily intended for people who have – or will have – tasks where asbestos risk occurs and where the employer is responsible for ensuring that the practical parts are carried out and documented.

The new requirements and what changes?

The new rules Valid from December 19th, 2025 according to AFS 2023:15 & AFS 2023:13 and the new requirement AFS 2025:6

  • Extended training requirements: Applies to all activities where asbestos may occur (construction, real estate, HVAC, industry, demolition, etc.).
  • Medical checks: The exception for those exposed for less than a certain number of hours is removed and more professional groups are covered.
  • Continuous permits and procedures: Existing permits apply, but employers must ensure that the operation meets the new requirements in procedures, equipment and documentation
  • Reduced hygienic limit value: The limit for permitted exposure is lowered from 0.1 fiber/cm³ to 0.01 fiber/cm³. This means that even smaller amounts of asbestos fibers are now seen as a risk.
  • More affected: The new law covers everyone who stays in premises where asbestos fibers may occur, not just those who work directly with asbestos, such as painters and property managers.
  • At the same time, the requirements for training, risk assessment, working methods, measurements and medical checks are tightened.
